Summary of key points of exporting to America!

2023-03-02 309

01. Service standards

American goods need meticulous service, and the service after goods arrive in Hong Kong is also very important. If the goods arrive in Hong Kong within 15 days, if there is no customs broker for PROCEED, the goods will enter GO warehouse, and the charging standard of GO warehouse is very high.

02. Agency qualification examination

Except for shipping companies on American routes, all regular freight forwarders engaged in American routes must have a Freight Company (FMC) registered in the United States and have the official code of NVOCC, otherwise they will not be able to obtain corresponding legal protection if there are any problems in the transportation process in the United States.First-class freight forwarders are not necessarily registered members of FMC, so they must be confirmed in advance.

03. Rules

1. Confirmation of specific delivery destination

In U.S. trade, many customers have different warehouses throughout the United States, and it is very important to finalize their FINAL DESTINATION during transportation.Especially in the United States, there are many places with the same place name, for example, there are 4 or 5 places in Washington. If the customer does not have the week name and zip code, it is very likely to send the wrong goods. The United States is sparsely populated, and the towing fee is generally higher than that in 1000 yuan.It is the most important thing to confirm clearly with customers and distinguish responsibilities.

2. Major customers in the United States have more requirements for suppliers to cooperate in providing logistics services

A.Customers often have partition requirements for cabinet loading.Pay special attention to some goods sold to foreign supermarkets.(e.g. order of placement, quantity requirements, documents attached to containers)

B.Deliver goods on time according to customer requirements.Track the movement of the container as much as possible. Many foreign customers will require the goods to arrive at the port before a specific time (SHIPPNG PERIOD).Delays at factories could result in huge fines abroad.Tracking goods in logistics is also very critical.

C.Provide documents for customs clearance to foreign countries accurately and timely.Generally speaking, foreign customs clearance can be completed 7 days before the arrival of the ship.In order to avoid possible DETENSION and DEMURRAGE, the delay of documents often leads to DEMURRAGE charge abroad.Production.

3. Port late payment fees

Demurrage fee: Charged by the company, and for large customers, more free dates can be given.

Demurrage fee: Charged by shipping company docks, each dock is different.

04. Freight price

All freight forwarders of American Line adopt the contract price, but not all freight forwardersGlobal freight forwardingThere are American line prices. We must have strong strength to sign American line prices directly with various shipping companies.Because there is an organization called FMC in the United States, its role is to adjust the transportation prices of all shipping companies in the United States to ensure the interests of American customers.

05. Weight Restrictions

The weight limit here = the weight of goods + the weight of containers. The goods on the American line are very strict in weight. The weight limit is mainly affected by the road weight limit of inland points in the United States.General small cabinets are 17.3 tons and large high cabinets are 19.5 tons. However, according to different ports, there are different weight limit requirements. If you need to ship overweight goods to an inland point in the United States at the customer's request, there are generally three ways to handle them:

STEP 1 Conceal

Booking data, customs declaration data and manifest data are made small enough to be shipped at an acceptable weight.Disadvantages: If you are inspected and weighed on American roads, you will face huge fines.

2. Basic port assignment

After unloading in base port, the overweight part is distributed and then transferred separately.Disadvantages: If the inland point to be transferred is far away, the cost will be higher.

3. The railway is transferred from the basic port terminal to the inland point

Some shipping companies can reach inland points by rail Transfer directly from the basic port terminals in the United States. If you want to deliver goods to your door, you can use an overweight shelf with 3 rows of wheels to transport them locally. The towing fee of this section is only about 30% more expensive than the general towing fee.Difficulties: To find such a shipping company, you have to ask the inland points with this service, and finally have a good local agent to help arrange the transshipment of this overweight trailer.

Among the above three methods, the first method is generally not recommended.Due to system problems, the probability of duplicate checking behind American highways is relatively high.If you are lucky, you may lose more than you gain.

06. Customs Clearance Rules

1. The US Customs receives AMS declaration data from the exporting country after the ship leaves.

2. USALocal freight forwarding company orThe customs clearance agent must receive the documents required for import and the arrival notice from the shipping company one week before the arrival of the ship.

3. Apply to US Customs for import declaration and commodity inspection, and submit documents to shipping companies at the destination port to pick up the goods.

4. Give the unpacking certificate to the consignee's trailer company or arrange for delivery to the warehouse designated by the consignee by local agent.

5. Operation flow of door-to-door delivery under TO DOOR.

A. The goods must be delivered when the consignee is ready.

B, the trailer company will only give the warehouse 2 hours of loading and unloading time, which is charged by the hour.Door-to-door delivery must not allow goods to exceed the weight limit of American highways.

07. Import document requirements

HSCODE is unified globally, but the most accurate product name description must be provided when confirming foreign taxes and fees.Tariff identification in the United States is also one of the most troublesome things in the world: if customers who receive DDP must provide the most accurate product name and HSCODE, customers who receive shoes must send sample shoes abroad for examination and confirmation.

Attachment: Customs clearance process for export to the United States

There are many ways of exporting goods to the United States. For some goods, customs clearance fees and taxes for American imports are paid by the consignor. In this case, the American Customs Association requires Chinese exporters to sign POA power of attorney before delivery.Similar to the need for customs declaration in China Declaration power of attorney. There are usually two customs clearance methods:

1. Customs clearance in the name of American consignee

That is, the American consignee (consignee) provides POA to the American agent of the freight forwarder, and also needs the Bond of the American consignee.

2. Customs clearance in the name of the consignor

That is, the consignor provides POA to the freight forwarder at the port of departure, and the freight forwarder then transfers it to the agent at the port of destination. The American agent helps the shipper to apply for the importer's customs registration number in the United States, and requires the shipper to buy Bond.

Preventive measures:

1. No matter which of the above two customs clearance methods is adopted, the Tax ID (Tax ID, also known as IRS No.) of the consignee in the United States must be used for customs clearance.IRS No. is the tax number registered with the IRS by the consignee in the United States.

2. In America, you can't clear without Bond and you can't clear without tax number.

Customs clearance process under such trade

01. Customs declaration

After receiving the arrival notice, if the customs broker prepares the documents required by the customs at the same time, it can apply to the customs for customs clearance within 5 days after preparing to arrive in Hong Kong or inland.Customs clearance by sea usually notifies you within 48 hours of release or non-release and air within 24 hours. Some cargo ships have not yet arrived in Hong Kong, so the customs decided to inspect them. Most inland points can be pre-cleared before the arrival of goods, but the results will only be displayed after the arrival of goods (that is, after ARRIVAL IT).

There are two ways to declare to the customs, one is electronic declaration, and the other is that the customs needs to review written documents.Either way, we must prepare the required files and other data information.

2. Prepare customs declaration documents

(1) Bill of lading (B/L);

(2) Commercial;

(3) Packing list;

(4) Notification of Arrival

(5) If there is wood packaging, fumigation certificate or non-wood packaging declaration should be provided.

The name of the consignee (consignee) on the bill of lading needs to be the same as the name of the consignee shown on the last three documents. In case of inconsistency, the consignee on the bill of lading must write a Letter of Transfer before the third party can clear the customs. The name, address and telephone number of S/& C/are also required on the invoice and packing list. Some S/documents in China lack this information and will ask them to supplement it.

3. Transfer

If you need to clear inland, we need to provide IT #, effective date, place of departure and place of termination.Inland customs will use IT # for control and release.

STEP 4 Delivery

(1) In the previous ABI system, the shipping company's wharf was directly connected with the customs, that is to say, if the customs released it in ABI, both the shipping company and the wharf could see it.

After AMS trial run, EVA, APL, MA Large shipping companies such as Skye, COSCO and China Shipping Container Lines are also connected to AMS, but the docks are not, so the customs releases them in AMS, and these shipping companies can see NVOCC AMS FILER at the same time.Shipping companies also help update the terminal system.Smaller shipping companies, such as Sinotrans, LYKES, GWS, etc., do not have access to AMS and can only release the document manager by fax of NVOCC guarantee and copy of customs pass (CUSTOMS FORM 3461) through NVOCC AMS.These shipping companies receive faxes and then manually update the terminal system.

(2) Wharf/Shipping Company Wharf and Shipping Company are connected. If the freight is prepaid, the bill of lading will be released by electricity, and the wharf will automatically release the goods to the truck company as soon as the customs releases it.American customers don't need Document, and American agents can't help to deduct goods, which is completely different from Chinese. Therefore, if the loading port has not received the customer's freight, do not telex the shipping company's large order or prepay the freight.

(3) Inland delivery goods to inland, after customs clearance, the shipping company will give a PICK UP #, and the agent will inform C/after receiving PICK UP #, and the truck company will PICK UP the goods with this number. This number has to wait: A, when the goods arrive at the yard to load and unload the train, B, after the customs release, C, after the shipping company release, you can get it.If you lack anything, you can't get it.Therefore, it takes a long time for C/to track inland goods before receiving PICK UP #.

Simply put, the United States acts as an agent for importing goods (Import cost from China) as follows:

A.Receive the agent's documents (including: 1 + B/L, MB/LCOPY + D/C NOTE) and enter them into the computer.

B.One week before the arrival of the goods, they began to ask SSL or CO-LOADER for the arrival notice, so the loading port OP must write the arrival date on D/C NOTICE, which is beneficial for the US agent to check the arrival date.

C.Upon receipt of an arrival notification from SSL or CO-LO, enter it into the computer and send it to C/and their customs broker on the same day (if you know who it is).

D.After receiving the original bill of lading or ocean freight from C/or customs broker, send the freight and the original bill of lading we need to pay to SSL or CO-LOADER by express delivery or express delivery, usually within 24 hours. If there are ICs, send them to SSL or fax them.

E.After SSL receives the bill of lading and the fee, it enters the computer to release the goods. If sent to CO-LOADER, they will repeat (item D above) to SSL for delivery. Therefore, CO-LO's shipment will be delayed by about 1-1.5 days, and C/will complain.

F.Inland cargo, follow cargo travel until PICK UP #, fax to C/.

G.Deliver to your door, after delivery, send DO (DELIVERY ORDER) to the truck company, and contact the receiving warehouse until the receipt is confirmed. Some C/needs POD, which is taken from the truck and handed over to C/.

H.The SOC tracks the boxes and returns them to the designated yard (C/check box confirmation is required for delivery).

Attachment: Matters needing attention in LCL in American shipping

With the rapid development of International and the continuous extension of transportation services, LCL transportation in Container has been widely used. However, LCL transportation is different from full container transportation. Its transportation requirements have their particularity and independence. Now, some problems encountered in the actual operation are put forward and discussed with everyone.

1. LCL (Less Than Container Load, LCL) means that the carrier (or agent) sorts and ships the goods in less than one whole container according to the nature and destination of the goods after accepting the consignment from the consignor.Packing goods destined for the same destination according to a certain quantity.

Because the goods of different shippers are assembled in one box, it is called LCL.This situation is used when the consignor's consignment quantity is not enough to fill the whole Container.LCL shippingClassification, sorting, centralization, packing (unpacking) and deliveryThey are all carried out at Container Freight Station, the carrier's terminal, or inland Transfer, Container.

LCL can be divided into direct LCL or LCL.Direct LCL means that the goods in LCL Container are loaded and unloaded at the same port, and the goods are not unpacked before arriving at the destination port, that is, the goods are unloaded at the same port.

This LCL service has short delivery time, convenience and quickness.Generally, powerful shipping LCL companies will only provide this service.Transhipment means that the goods in Container are not in the same destination port, and need to be unpacked and unloaded or transshipped in the middle.Due to different destination ports, long waiting time for such goods and other factors, the shipping cycle is longer and the shipping cost is higher.

2. LCL goods generally cannot be designated by specific shipping companies. The shipping company only accepts the booking of the whole container cargo, and does not directly accept the booking of the LCL cargo by sea.Only through freight forwarders (some powerful shipping companies through their logistics companies), LCL goods can be booked with shipping companies after LCL by sea.Almost all LCL goods by sea are transported through "centralized loading and unloading and centralized distribution" of freight forwarding companies.Shanghai Port is basically the port of LCL distribution in East China.

Due to the limited supply of goods, the general freight forwarders can only book space from several shipping companies, which rarely meets the needs of designated shipping companies. It can't meet the requirements when consigning.

3. When negotiating transactions with customers, special attention should be paid to the relevant transport terms, so as to avoid the other party finding that the transport terms cannot be met when opening a letter of credit.

4. The billing tons of LCL goods should be accurate. Before shipping LCL goods, the factory should be required to measure the weight and size of the goods as accurately as possible. When the goods are delivered to the warehouse designated by the freight forwarder for storage, the warehouse will generally re-measure and pay for the re-measured size and weight.

If the factory changes the packaging, it should be required to inform the factory in time.Don't wait for the goods to be delivered to the freight forwarder warehouse before giving feedback through the freight forwarder.Often time is running out.If the customs declaration documents are changed, it is easy to delay customs declaration or produce urgent customs clearance fee.And Hong Kong fees.

5. In some ports, due to the shortage of LCL goods and high cost, freight forwarding companies specializing in LCL business adopt the lowest charging standard for small-volume goods. For example, the minimum point of departure is 2 freight tons, that is, every ton below 2 freight tons will be charged at the rate of 2 freight tons. Therefore, for goods with small size and partial port, we should consider these factors more when trading, so as to avoid being passive in the future.

6. For some remote routes and ports, it is best for customers to consult before signing the contract to confirm that shipping companies and freight forwarding companies can undertake these remote ports and inland ports.Click Delivery and Related Fees before signing the contract.
